Are you ready to be the choice that makes a difference?
Applications are open to Lagos State Civil Servants currently on Grade Levels 12–14 across Ministries, Departments, and Agencies (MDAs).
Yes. Officers currently on GL 10 who are awaiting confirmed promotion to GL 12 (from the most recent promotion exercise) are eligible to apply.
No. Officers expecting imminent promotion to GL 15 are not eligible, as the programme is specifically designed for mid-level officers (GL 12–14).
No. The PSAP is a leadership and capacity development programme, not a promotion exercise. However, participation may support personal and professional growth within the public service.
The programme is hybrid, combining:
- Virtual learning sessions
- Physical sessions
- Experiential learning (including site visits and case studies)
- Group projects and mentoring sessions
The programme will run for approximately 12 weeks, including training sessions, project work, and mentoring engagements.
Applicants are required to:
1. Complete the online registration form
2. Take a timed online assessment
3. Immediately after registration
4. Shortlisted candidates will proceed to a virtual interview stage
5. Final selection will be based on overall performance
The online test consists of multiple-choice questions covering areas such as:
- Leadership and management
- Public service knowledge
- Lagos State history and governance
- Basic reasoning skills
Each test is randomized and timed, and applicants are scored based on accuracy and completion time.
A total of 100 participants will be selected for the 2026 cohort after a rigorous screening and interview process.
Yes. Selected participants will be expected to inform and obtain support from their supervising officers to ensure full participation throughout the programme.
Participants are expected to:
- Attend all sessions (virtual and physical)
- Actively participate in discussions and activities
- Complete assigned tasks and group projects
- Engage in the Pass-It-On initiative, sharing knowledge with other officers
The Pass-It-On initiative requires participants to cascade knowledge and skills gained from the programme to other officers within their MDAs, ensuring broader impact across the public service.
Yes. Participants will work in groups to develop and present practical reform-focused ideas and projects aimed at improving public service delivery.
Yes. Participants who successfully complete the programme will receive a Certificate of Completion, which may be included in their official records.
Graduates become part of the PSAP Alumni Network, a growing community of reform-driven officers who collaborate, mentor others, and contribute to ongoing public service transformation.
No. The programme is fully sponsored by the Lagos State Government.
