The Lagos State Public Service Accelerator Programme is a flagship leadership development journey for high-potential Civil Servants on Grade Levels 12–14. Through expert-led learning, senior mentorship, applied projects, and the Pass-It-On model, PSAP equips officers to lead reform, improve service delivery, and build a future-ready Public Service for a Greater Lagos.

Why PSAP exists

Lagos is moving faster. Its Public Service must move smarter.

Lagos is Africa's leading centre of enterprise, innovation, and public ambition. Delivering on that promise requires Public Servants who can interpret policy, manage complexity, use technology responsibly, collaborate across MDAs, and serve citizens with empathy and speed. PSAP was created by the Ministry of Establishments and Training to build that leadership capacity from within.

What is PSAP

A leadership accelerator for the next generation of Public Service reformers.

PSAP is a three-month, hybrid leadership and capacity-building programme for selected Lagos State Civil Servants on Grade Levels 12–14. It combines virtual masterclasses, physical sessions, case studies, mentoring with Permanent Secretaries, team projects, peer review, and knowledge transfer across MDAs. The goal is simple: prepare officers who can turn the T.H.E.M.E.S+ agenda into practical results for citizens.

Why PSAP exists

The maiden cohort proved what is possible.

In 2025, PSAP opened with over 3,000 applications from across the Lagos State Public Service. After a rigorous online test and interview process, 100 officers were selected as pioneer Accelerators. Over twelve weeks, they learned, collaborated, received mentorship, developed project ideas, and cascaded their learning to more than 500 younger officers across 20 MDAs.

Cohort One showed that when Public Servants are trusted with the right tools, they become catalysts for better institutions.

Apply

Eligible GL 12–14 officers submit their interest through the PSAP portal.

Take the Online Test

Applicants complete a digital assessment of reasoning, analytical ability, and leadership potential.

Interview

Shortlisted candidates meet a panel and are assessed on purpose, problem-solving, and alignment with T.H.E.M.E.S+.

Final Accelerators begin a structured journey of learning, mentorship, projects, and Pass-It-On service.

Frequently Asked Questions (PSAP 2026 Cohort)

Applications are open to Lagos State Civil Servants currently on Grade Levels 12–14 across Ministries, Departments, and Agencies (MDAs).

Yes. Officers currently on GL 10 who are awaiting confirmed promotion to GL 12 (from the most recent promotion exercise) are eligible to apply.

No. Officers expecting imminent promotion to GL 15 are not eligible, as the programme is specifically designed for mid-level officers (GL 12–14).

No. The PSAP is a leadership and capacity development programme, not a promotion exercise. However, participation may support personal and professional growth within the public service.

The programme is hybrid, combining:

- Virtual learning sessions
- Physical sessions
- Experiential learning (including site visits and case studies)
- Group projects and mentoring sessions

The programme will run for approximately 12 weeks, including training sessions, project work, and mentoring engagements.
